Police charge two men in cocaine sting

Hagerstown City Police arrested two men during a crack cocaine sting that involved a confidential informant in the first block of East Franklin Street just before 9 p.m. Wednesday.

Police said the informant was sent to the downtown to buy crack cocaine.

Phillip Arthur Fulcher, 38, of 30 E. Franklin St. 1st floor apartment, and Reginald Bishop, 21, 30 E. Franklin St., Apt. 3 were charged with distributing crack cocaine, possession of crack cocaine and possession of drug paraphernalia.

Both were being held at the Washington County Detention Center Thursday night. Fulcher was being held on $50,000 bond while Bishop was being held on $75,000 bond.

Shot-out windows being investigated

The Washington County Sheriff's Department investigated a series of incidents Wednesday.

  • Windows to a home in the 17100 block of West Washington Street were shot out, a deputy said.

  • A drill was stolen from a construction trailer parked to the rear of the Hardee's restaurant on Pennsylvania Avenue.

  • The windows to a vehicle parked in the 17500 block of West Washington Street were shot out.

  • Exterior lights to a home in the 17600 of Meadowwood Drive were damaged.

  • A DeWalt circular saw valued at $180 was taken from a townhouse construction site at Mesa Terrace.

  • A window to a vehicle parked in the 17200 block of West Washington Street was shot out. The damage was estimated at $100.
