New chief operating officer introduced at School Board meeting

The man who will be the third highest administrator in Washington County Public Schools was introduced to the Board of Education on Tuesday.

G. William Blum, 47, will be the schools chief operating officer beginning July 1.

Blum, of Frederick, Md., is leaving Baltimore City Public Schools, where he is director of Finance Operations.

Washington County Interim Schools Superintendent Elizabeth Morgan said she worked with Blum while she was chief academic officer for Baltimore schools. Morgan said they did not work closely.

Blum said he is looking forward to working in Washington County, and said the move is a sort of a homecoming for him. In the early 1990s, Blum worked as a financial analyst for Citicorp in Hagerstown.

As chief operating officer, Blum will oversee the directors and supervisors of food service, facilities management, budget and finance, transportation, and information technology and telecommunications, according to a school system statement.

Blum will be the third highest ranking administrator in the system, behind the deputy superintendent and superintendent, Morgan said.

Blum, and his new position, will replace Schools Executive Director of Support Services William McKinley, who is retiring.

Blum will be paid $93,928 a year, according to Director of Human Resources Donald Francis.

McKinley is currently paid $96,746 annually, Francis said.
