MARTINSBURG, W.Va. - The second day of a hand recount in Berkeley County ended Monday with Steve Teufel in the lead for the Republican nomination for a Berkeley County Commission seat.

The recount of the May 14 primary race began at 1 p.m. and was halted at 5 p.m. At that time, Teufel, of Martinsburg, had 754 votes; Bill Alexander, of Martinsburg, had 718 and James L. Edwards, of Hedgesville, had 577 votes.

Teufel, who was ahead of Edwards by eight votes after a canvass of the election held the week after the primary, was ahead by 10 votes. Edwards lost a vote in precinct 44 on Friday and gained one in precinct 23 on Monday. Teufel gained one vote in both precinct 19 and 23 on Monday, and Alexander gained one vote in precinct 19, according to election officials.

The County Commission has completed 35 of the 58 precincts and expects to finish the recount today.

"If all goes well, we will be done by 5 p.m." said Howard Strauss, president of the commission.

If either Edwards, who requested the recount, or Teufel find discrepancies in the way the recount was handled they can contest the recount in Circuit Court.

The recount will resume at 9 a.m. today.
