Man sought on drug distribution charges

Hagerstown City Police are seeking a man wanted on drug distribution charges.

An arrest warrant for Joseph Robert Mead, also known as Tracey J. Black, lists charges as one count each of distribution of crack, possession with intent to distribute crack, possession of crack and drug paraphernalia, police said.

Mead is black, 35 years old, 6 feet 4 inches tall, weighs 184 pounds, and has black hair and brown eyes. His last known address was 59 Murph Ave., police said.

FREDERICK, Md. - The woman who told Frederick City Police she was raped Sunday has given police a description of her three assailants.


The woman told police she was in an alley to the rear of the 400 block of West South Street at 11:45 p.m. Sunday when she was approached by three men who asked her to stop and talk with them.

Instead the three men followed the woman as she walked - one grabbed her, the second held her legs while the third raped her, police said.

The woman went to Frederick Memorial Hospital and reported the rape, at which time police were called.

The man who grabbed the victim was dressed in blue sweatpants and a gray T-shirt, the man who held her legs wore blue jeans and a white T-shirt, while the man who raped her was in black jeans and a black long-sleeved shirt.

All three men were black, the victim told police.
