Douglas to receive honorary doctorate at Shepherd commencement

SHEPHERDSTOWN, W.Va. - Del. Vicki V. Douglas, D-Berkeley, will receive a doctor of humane letters honorary degree from Shepherd College during the college's 129th commencement ceremony May 18.

Commencement speaker Maj. Gen. Allen Tackett of the West Virginia Army National Guard also will be awarded a doctor of humane letters honorary degree during the ceremony.

Douglas has represented the 52nd District in the West Virginia Legislature since 1990. She is retiring this year after serving six consecutive terms.

Douglas has served as the chair of both the House Committee on Government Organization and the Joint Committee on Government Operations since 1996.

Douglas' legislative leadership includes chairing the House Legislative Rule-making Review Committee from 1994-96, and the State Plan for Predisposition of Juveniles Oversight, as well as serving on the Forest Management Review Committee, the Legislative Oversight Commission on Health and Human Resources Accountability, the Legislative Task Force on Juvenile Foster Care Detention and Placement, the West Virginia End-of-Life Initiative, and the Domestic Violence/Child Victimization Study and Policy Work Group.

Named the recipient of the Guardian Angel Award this year by the West Virginia Women's Commission, Douglas was named Legislator of the Year by the Association for Addictions Professionals in 2000, and Public Citizen of the Year by the National Association of Social Workers, West Virginia Chapter in 1996.

Douglas received a B.S. degree in education from West Virginia University in 1959. Her career in education includes stints as an English instructor at the Chinese Officers' Language School in Taiwan and high school teacher at the Taipei American School, assistant to the dean of women at West Virginia University, teacher in Marion County, teacher at the Berkeley County Alternative School, and substitute teacher for Berkeley County Schools.

Shepherd's 129th commencement ceremony will begin at 1:50 p.m. May 18 in the Butcher Center.
