Smithsburg Town Council to negotiate with bidder over pavilion

SMITHSBURG - Both bids for a proposed pavilion in Veterans' Park were well over the town's estimate, so the Smithsburg Town Council plans to negotiate with the low bidder.

The two bids were opened last Thursday, Clerk/Treasurer/Manager Betsy Martin said.

Excel Construction of Hagerstown bid about $146,000. Hardy Construction of Frederick, Md., bid about $197,000.

The estimated cost before the bids came in was $109,000.

The 32-foot-by-80-foot pavilion will include a storage area and bathrooms.

The mayor and council were reluctant to throw out the bids Tuesday. Under a state Program Open Space grant that is funding the project, work must begin by June 30, according to Mildred "Mickey" Myers, chairwoman of the town's Park Commission.

"They'll call that money back if we don't use it," Myers said.

The council voted to accept Excel Construction's bid, provided the company modify and reduce its bid, so it would be within the town's budget.


Excel Construction President Tim Campbell said in a telephone interview Wednesday that he wouldn't mind doing that.

"We understand some of these predicaments," he said. "That's part of our job. ... We do that all the time."
