Hearing set for Hager's Crossing development

The public will have another chance to weigh in on a planned 728-unit residential development proposed for land behind the Centre at Hagerstown shopping plaza.

The Mayor and City Council will hold a public hearing on the proposed development, named Hager's Crossing, Tuesday at 7 p.m. at City Hall.

During a January public hearing on the proposed development before the City Planning Commission, neighbors of the property said they worry the development will bring additional traffic to the area, especially to McDade and Broadfording roads.

In February, the Planning Commission recommended the City Council approve the proposed development subject to concerns about traffic and some design issues.

The proposed development would be on about 164 acres behind the shopping center, heading toward McDade Road. The 728 residential units would include 203 single-family homes, 261 townhouses and 264 units in four-unit buildings called quadplexes.

The Rachuba Group, based in Eldersburg, Md., wants to build the development.

The Rachuba Group needs council approval for the development because the group is seeking a special zoning designation for the property. The special zoning designation, called a Planned Unit Development (PUD), would allow the development to have single-family homes, townhouses and quadplexes, City Economic Development Coordinator Deborah Everhart has said.

The City Council probably will discuss the proposal during an April meeting. A final council vote on whether to approve the project could be in June, City Administrator Bruce Zimmerman said.

Although not part of the current plan submitted for city approval, The Rachuba Group eventually plans to build more single-family homes on adjacent property. Those homes would go to McDade Road, and a new road would be built to connect the development to McDade Road, Steve Zoretich, vice president of Frederick, Seibert and Associates, the engineering firm on the project, has said.
