Couple charged with drug, gun offenses



A man and woman were charged with numerous drug offenses Tuesday night after police raided their 108 S. Locust St. home.

Victor Thomas Winegardner and Joanie Sue Winters were both taken into custody without incident and were at Hagerstown City Police headquarters late Tuesday night awaiting appearances before a bond commissioner.

"The couple was in the second floor master bedroom where we also found a 4-year-old girl on the bed with a capsule of heroin right beside her head," said Sgt. Mark Holtzman, director of the Washington County Narcotics Task Force.

Numerous needles, three handguns, about $2,000 in cash and quantities of heroin and marijuana were recovered by the NTF agents and Hagerstown Street Crimes officers.

Both Winegardner and Winters, 26, were charged with possession with intent to distribute heroin and marijuana, possession of heroin and marijuana, possession of drug paraphernalia and two counts each of maintaining a common nuisance.

Winegardner, 31, was also charged with being a felon in possession of handguns, Holtzman said.

A motorcycle found in the living room of the home was determined to be stolen, Holtzman said.

Five adults, five children and a pit bull were in the house when police and NTF agents broke down the door at 8 p.m. and served a search warrant.

The children were taken by relatives who also took charge of the pit bull, Holtzman said. No charges were lodged against three of the adults.

"This was the result of information from a concerned citizen which launched an investigation," Holtzman said.
