Hagerstown man charged with arson


A Hagerstown man has been charged with setting an Oct. 13 fire at Hagerstown Kitchens, the Maryland State Fire Marshal's Office reported Friday.

Stephen Matthew Westfall, 36, of Hagerstown, was charged with second-degree arson, first-degree malicious burning, and reckless endangerment, according to a statement from the fire marshal.

The fire caused more than $15,000 in damage to a building at Hagerstown Kitchens at 19227 Long Meadow Road near Hagerstown.

Hagerstown charged in burglary, theft


A Hagerstown man has been accused of breaking into a Boonsboro home on Tuesday and ordering the resident to lock herself in a bathroom while he stole some cash, the Washington County Sheriff's Office reported Friday.

Winford Tracy Justice, 40, of 13733 Pennsylvania Ave. Lot 101, Hagerstown, was charged with burglary, robbery, theft under $500, and malicious destruction of property under $500, police said.

According to police, at about 5 p.m. Tuesday a woman answered the doorbell in her home on the 8100 block of Mt. Laurel Rd. Boonsboro. There was no one at the door, but then the woman heard a noise inside her house.

She then saw a man walking up the stairs from her basement, and the man ordered her to lock herself in a bathroom.

Police said the man apparently forced his way into the home through a basement door and took money from the victim's purse.

The woman identified the man as someone who had done various home repair jobs for her, police said.

Justice was arrested at his home early Wednesday, police said.
