Emerald Point plan discussed at planning commission meeting



The Washington County Planning Commission had a preliminary consultation Monday with Paul Crampton over his proposed residential and commercial development on 97 acres at the intersection of Leitersburg Pike and Marsh Pike.

Paul Crampton Jr. is the owner and developer of the agriculture-zoned property.

The development, which is being called Emerald Point, would include a combination of single-family homes, townhouses and duplex units with eight acres of commercial development.

It would have about 256 residential units, Senior Planner Lisa Pietro said.

The development is geared toward older residents, said Crampton, assistant mayor of Funkstown. Crampton is president of Paul Crampton Contractors, which builds residential townhouses, single-family homes and apartments.

Crampton wants a Planned Urban Development (PUD) zoning designation for the project. A PUD is a special zoning designation that typically allows higher-density development on a property than would be allowed under the property's existing zoning.

The project is expected to be on the March agenda for the joint hearing of the Planning Commission and the Washington County Board of Commissioners.
