Ballot counting runs late in Franklin County

CHAMBERSBURG, Pa. - The separate ballot for the special 9th Congressional District race slowed down the counting in all races in Franklin County Tuesday night.

Voters each received two ballots - one for either the Republican or Democratic primary and one for the special election.

"We have double the ballots," said Franklin County Commissioner G. Warren Elliott, as he apologized to poll workers at 11 p.m. Tuesday night for the slow counting process.

"More than anything, the problem is with blank ballots," he said. "For some reason, a large number of people took ballots and didn't vote. The machines are programed to kick out the blank ballots."

Elliott said the hundreds of blank ballots the three counting machines would not accept slowed them down.

The machines could be programmed to overlook the blank ballots, but Elliott said the Franklin County Commissioners felt it was important to continue with the current setting.
