On the Issues

- Supports returning to the ward system for electing council members.

- Opposes city funding for a new minor league baseball stadium, but favors "a small amount" of city spending to renovate Municipal Stadium.

- Supports the city's Single Family Homeownership Program, under which the city buys, renovates and resells homes, but opposes the city buying commercial properties.

- Opposes city spending on a proposed Civil War museum.

- Favors closing council meetings to the public only if the council were going to discuss firing or reprimanding an employee. In 1999 Kauffman filed an Open Meetings Act complaint against the current mayor and council over closed-door budget sessions. The Maryland Open Meetings Compliance Board later cleared the mayor and council of any wrongdoing.


"I believe they need a fiscal conservative on the council. I want to get the city back on a firm financial status."
