Peter A. Peltier, of Security Analysis Associates Inc., would not comment on the investigation. He referred questions to Judith Bresler, the Washington County Board of Education's attorney.

"I can't comment on that," Peltier said. "Everything I find is confidential."

Bresler, who works for the law firm of Reese & Carney of Columbia, Md., did not return phone calls Wednesday.

Since Monday, School Board members have refused to answer questions about the investigator, including whether the board was behind the investigation. They would not comment on why Peltier might have been hired or the cost the school system.

"I have no comment about a private investigator," School Board J. Herbert Hardin said Tuesday night.

On Monday, Schools Superintendent Herman G. Bartlett said he was not aware of an investigation.
