Board of Education holds secret meeting

Washington County Board of Education members met Monday in an unannounced closed meeting but would not disclose the time, location or purpose of the meeting.

School Board Vice President Bernadette Wagner called the meeting a "planned" executive session.

She would not say why the board decided to meet and declined further comment.

The Herald-Mail was not made aware of the meeting, and it was not on the Board of Education's meeting agenda.

The Maryland Open Meetings Act states a public body must give reasonable advance notice of a meeting, regardless of whether it's closed or open to the public. The Act does not state a specific time limit for giving notice.

Public bodies must post a notice of the meeting which includes the date, time and place of the session, the act states. Public bodies may only meet in closed session to discuss personnel matters, to protect the privacy of individuals and to consider matters involving real property acquisition, litigation, collective bargaining negotiations, criminal investigations, examinations and public security matters.

School Board member Edward Forrest said he didn't consider Monday's meeting an official meeting. He said he thought the board would be exempt from advertising the meeting.

"It wasn't advertised as a meeting, so I don't consider it that," he said.

Schools Superintendent Herman G. Bartlett said he was not aware of the meeting and did not attend. He declined further comment.

School Board member Doris Nipps also declined comment on the place, location and purpose of the meeting.

School Board President J. Herbert Hardin and board members Mary Wilfong, Paul Bailey and Roxanne Ober could not be reached for comment.
