Car rear-ends Council bus



Eleven clients and two employees of the Washington County Human Development Council were shaken up but not injured Thursday morning when their bus was hit from behind by a passenger car on West Washington Street west of Elgin Boulevard, according to Hagerstown City Police.

The developmentally disabled clients were enroute to the Human Development Headquarters at 433 Brewer Ave. to participate in a day program, according to Edna Miller, Human Development Council administrative assistant.

Miller said the accident was the first of this type the Human Development Council has had.

"The only damage done was to the van," she said. The van's rear bumper was deeply dented.

The driver of the car, Robert Eugene Turner Sr., 55, of Hagerstown, was treated at Washington County Hospital and released, a hospital spokeswoman said.

Officer Shane Blankenship said Turner was charged with failure to control speed to avoid an accident.
