Winter Street Elementary receives award

Winter Street Elementary School received the Exemplary Reading Program Award for Maryland, the only school in the state to win the honor.

"This recognition demonstrates a total school commitment to the students and community of the West End of Hagerstown," said John Festerman, the Washington County Board of Education's director of elementary education.

The award is sponsored by the International Reading Association and the State of Maryland International Reading Conference to recognize outstanding reading and language arts programs at all grade levels. It's also an attempt to raise public awareness of outstanding school programs across the country, according to the board.

Winter Street Elementary, which has a large amount of low income, "at-risk" children, provides extensive reading instruction, including a 90-minute language arts class for first-through-fourth grades every morning; writing workshops; content area writing on a regular basis; one-on-one tutoring for second graders and one-one-one tutoring for first graders through the grant-funded Reading Recovery program.

The school has more than 500 sets of leveled books for children to use during their guided reading instruction, according to the school's award application.

The application also said the community has committed itself to boosting reading achievement by people volunteering as tutors and mentors. It's something the school would like see to continue.

"In the new millennium, we envision a school that has become a total community with the parents, business leaders and other stakeholders working in partnership to ensure all students become readers, problem solvers and independent thinkers," the application stated.

"It's very important to promote the joy of reading," said Jim Newkirk, the board's supervisor of elementary reading, language arts and social studies.

Winter Street Elementary will be recognized by the State of Maryland International Reading Conference in March and at the International Reading Association conference in May.

"It's quite astounding, and I'm so happy for Washington County and Winter Street," Newkirk said.
