Robbery charges dropped



Attempted armed robbery charges against a Hagerstown man were dropped Thursday in Washington County Circuit Court because of the victim's failing health.

James Michael Kotoba was released from the Washington County Detention Center but into the custody of Maryland State Police on a parole retake warrant, jail officials said.

Kotoba, 32, formerly of 50 Summit Ave., had been in the local jail since July 21 when he was accused of demanding money from a parking lot attendant at the Hagerstown Trust Co. bank on East Antietam Street.

The attendant told Hagerstown City Police he was in a back room in his office when he heard a noise out front. He went to the front of the office and saw a man in the room, according to court records.

The suspect demanded money and made a motion under his shirt and the attendant was afraid the man had a gun, court records said.

The man walked away on West Antietam Street, court records said.

A man matching the description of the suspect was later picked up outside the Dagmar Hotel, court records said.
