Man charged with child abuse of Boonsboro girl

An East Hampton, N.Y., man accused of fondling the young daughter of Boonsboro family he had been staying with since June has been charged with child abuse and several sexual offenses, according to Maryland State Police reports.

Robert D. Cleasby, 23, of 105-205 Oakview Highway, was being held Friday in the Washington County Detention Center in lieu of $50,000 bond, jail officials said.

The alleged incidents came to light in early December when the 13-year-old victim told a therapist at Brook Lane Health Services that a man staying in her home had entered her bedroom and tried to put his hand inside her pants, according to Washington County District Court records.

The Department of Social Services was contacted, as was Maryland State Police, and investigations were begun, according to court records.

The girl told Trooper First Class Mike Kretzer that Cleasby had touched her breasts on several occasions and her genital area while she working on the computer.

The most recent incident occurred Dec. 3 at 2 a.m. when only the victim, Cleasby and a female acquaintance were in the home, court records stated.

The next morning, the girl told her mother who confronted Cleasby immediately. He allegedly admitted he had been "messing" with the girl and said he thought he might have a problem, court records stated.

The mother told police Cleasby was aware the victim was just 13.

The charges and possible penalties include child abuse (15 years), third- and fourth-degree sex offenses (10 years and 1 year, respectively), and second-degree assault (10 years)

A preliminary hearing has been scheduled for Jan. 31 in Washington County District Court.
