Truck theft earns man year sentence

A Charles Town, W.Va., man implicated in the attempted theft of an ATV from Twigg's Cycles in Hagerstown received a three-year suspended sentence Tuesday in Washington County Circuit Court.

Kevin Michael Collis, 19, of 154 Shiloh St., was handed a one-year concurrent sentence for the theft of a 1997 GMC truck the same day, according to court records.

Circuit Judge Kennedy Boone placed Collis on probation for three years, court records said.

On May 6 at 1:32 a.m., Hagerstown City Police Officer Justin Wert responded to an alarm at Twigg's Cycles, 200 S. Edgewood Drive, court records said.

Wert made contact at the shop with Michael Twigg, who told him he had confronted a man in the fenced yard around the building when he responded to the alarm.

The two men played the firm's surveillance tape and saw two intruders trying to start several ATVs, court records said. A check of the grounds turned up a checkbook bearing Collis' name, court records said.

An investigation led to Collis, who also was implicated in the May 6 theft of a 1997 GMC truck from the 400 block of Edgewood Drive.

That truck was found in West Virginia where it had been torched, according to court records.
