Drug case dispositions



The following people appeared in Washington County District Court and Washington County Circuit Court during September 2000, on drug-related charges:

Rebeca Santiago, 18, of 110 E. Chestnut St., Funkstown, possession of cocaine, 152 days in jail (already served), 40 hours of community service. (McDowell)

Andre Wayne Tolbert, 21, of 27 E. Franklin St., possession with intent to distribute cocaine, 12 years in prison, three years probation. (Boone)

Jason Erwin Bender, 23, of 938 Corbett St., possession of marijuana, one-year suspended sentence, 18 months probation, $115 fine. (Boone)

Sullay Selage Barbar, 21, of 654 N. Prospect St., conspiracy to distribute illegal drugs, seven years in prison. (Boone)

Steven T. Bowie, 17, of 1105 Kuhn Ave., possession with intent to distribute cocaine, four years in prison, three years probation. (Boone)

Siaka Tejan Jalloh, 26, of 30 E. Antietam St., second-offender possession of drug paraphernalia, six-month suspended sentence, six months probation. (McDowell)

Natalie Nicole Wills, 23, of 556 Salem Ave., Apt. 2, possession of illegal drugs, 60 days in jail. (Spence)

Scott Eugene Patterson, 22, of 304 E N. Colonial Drive, probation before judgment, (possession of illegal drugs), one year probation, $275 fine. (France)

Marlene E. Wilburn, 22, of 66 East Ave., possession of illegal drugs, $90 fine. (France)

Ryan Christopher Myers, 23, of 223 Carpenter Road, Hopewell Junction, N.Y., probation before judgment (possession of drug paraphernalia), six months probation, $50 fine. (Spence)

Teresa Fay Hoppe, 35, of 832 Lanvale St., possession of drug paraphernalia, $100 fine. (Visiting Judge Milnor Roberts)

Katrina Dawn Sellers, 19, of 1226 B W. Washington St., possession of drug paraphernalia, $150 fine. (Visiting Judge Milnor Roberts)




When a judge suspends a jail term or fine, he can reimpose the penalty if probation is violated.

Judges routinely order defendants to get addiction treatment and education.

Judges may also grant probation before judgment, which keeps the person from having a conviction on his/her record. If violated, the probation may be ended and the person would then have a conviction on his/her record.
