Father charged with child neglect

MARTINSBURG, W.Va. - Police found a young child walking out the entrance of a mobile home park toward Grapevine Road Wednesday.

When Cpl. Gary Harmison found the child, it was wearing dirty diapers and no other clothing, said Capt. Kenny Lemaster.

The child either would not or could not talk, and Harmison did not know where the child's home was, Lemaster said.

Harmison took the baby back to the Sheriff's Department in Martinsburg, Lemaster said.

Sgt. Russell Shackelford later drove to Dodson's mobile home park and located the father of the child, Lemaster said.

The father told Shackelford that the child had walked away before, Lemaster said.

Neighbors in the mobile home park told police that West Virginia State Police had been there on two other occasions for the same problem, Lemaster said.

Considering the 60-degree temperatures Wednesday and the fact it took 75 minutes to locate the father after the child was found, deputies decided to charge the father, Lemaster said.

Roger Clark, 23, of Martinsburg, was charged with child neglect, a felony, Lemaster said.

Lemaster said he does know the age of the child.

Grapevine Road turns off W.Va. 9 just east of Martinsburg.
