CHAMBERSBURG, Pa. - Unemployment rates in Franklin and Fulton counties rose in September but remained below last year's levels.

The jobless rate jumped to 4 percent in Franklin County, up from 3.1 percent in August, according to preliminary numbers released Monday by the Pennsylvania Department of Labor and Industry.

The increase in Fulton County's jobless rate was minimal, up from 3.2 percent in August to 3.3 percent in September.

With 64,300 people in Franklin County's total work force, 2,600 were unemployed in September, up from 2,000 in August, according to the figures.

Layoffs at Grove Worldwide in Shady Grove, Pa., in September contributed to the rise.

The company announced layoffs of 260 workers Sept. 9 because of financial difficulties. Grove laid off 140 more employees earlier this month.
