City charges 11 in sweep

Police made 11 arrests on charges ranging from drugs to prostitution Wednesday in Hagerstown, Hagerstown City Police said.
The arrests were made in different operations by Hagerstown City Police Criminal Investigation Division, Washington County DEA Narcotics Task Force and the Hagerstown Police Street Crimes Unit in the HotSpots area from 3 p.m. to 11 p.m. Wednesday, police said.
Hagerstown's CID was joined by administrative officers at the department in making the arrests, police said.
The following people were arrested and then released on personal recognizance following bond hearings:
HEIGHT="6" ALT="* "> Randy William Davis, 39, of 608 Wilkes St., Berkeley Springs, W.Va., was charged with possession of fake drugs, purchase of fake drugs and resisting arrest.
HEIGHT="6" ALT="* "> Daphne Sue Feaster, 28, of 621 W. Franklin St., Hagerstown, was charged with obstructing and hindering a police officer.
