City charges 11 in sweep

Police made 11 arrests on charges ranging from drugs to prostitution Wednesday in Hagerstown, Hagerstown City Police said.

The arrests were made in different operations by Hagerstown City Police Criminal Investigation Division, Washington County DEA Narcotics Task Force and the Hagerstown Police Street Crimes Unit in the HotSpots area from 3 p.m. to 11 p.m. Wednesday, police said.

Hagerstown's CID was joined by administrative officers at the department in making the arrests, police said.

The following people were arrested and then released on personal recognizance following bond hearings:

HEIGHT="6" ALT="* "> Randy William Davis, 39, of 608 Wilkes St., Berkeley Springs, W.Va., was charged with possession of fake drugs, purchase of fake drugs and resisting arrest.

HEIGHT="6" ALT="* "> Daphne Sue Feaster, 28, of 621 W. Franklin St., Hagerstown, was charged with obstructing and hindering a police officer.

HEIGHT="6" ALT="* "> Carl Patrick Drass, 30, of 30 John St., Berkeley Springs, W.Va., was charged with possession and purchase of fake drugs.

HEIGHT="6" ALT="* "> Michael Dewayne Granthan, 25, of 137 E. Franklin St., Hagerstown was charged with solicitation for prostitution, carrying a concealed weapon and resisting arrest.

HEIGHT="6" ALT="* "> Pierre Edward Frank III, 49, of 1032 Columbia Road, Hagerstown, was charged with solicitation for prostitution.

HEIGHT="6" ALT="* "> Fred Eugene Harrison Jr., 68, of 6430 Woodbine Road, Woodbine, Md., was charged with solicitation for prostitution.

HEIGHT="6" ALT="* "> Russel Harmon Patterson, 49, of 425 Artizan St., Williamsport, was charged with fourth-degree sex offense, second-degree assault and indecent exposure.

The Washington County Narcotics Task Force and the Hagerstown Street Crimes Unit also arrested three juveniles in three separate incidents, charging each with possession of crack cocaine with intent to distribute.

The NTF and city police will petition to have them tried as adults, police said.

A Hagerstown City Police patrol unit also charged Richard Lee Hardy, 49, of 805 Frederick St., Hagerstown with solicitation for prostitution. He was released on personal recognizance.
