Brooks' contract, $3,000 raise OK'd



A new contract with a $3,000 pay raise for Hagerstown's HotSpot Coordinator Carolyn Brooks was unanimously approved Tuesday by the City Council.

The Maryland HotSpot Communities Initiative is a crime prevention program that supplies grant funding for programs in designated high-crime areas including Hagerstown's Jonathan Street community.

Brooks has been Hagerstown's HotSpot coordinator since the program came to the city. She began as coordinator in February 1998.

Brooks' annual salary is $38,000 under the new contract. It was $34,992 last year and almost $32,000 in her first year as coordinator. Her salary is paid with state grant funds.

As coordinator Brooks oversees the city's approximately $110,000 HotSpot grant. The money pays her salary, the salary of one city police officer, and funds a 20-student after-school program at Bester Elementary School, among other programs, Brooks said.
