Council OKs raise



Hagerstown City Administrator Bruce Zimmerman's raise received formal approval Tuesday evening.

The City Council voted 4-1 during a special meeting to raise Zimmerman's salary to $86,008 retroactive to June 19, 1999.

Councilwoman Susan Saum-Wicklein cast the sole dissenting vote. After the meeting Saum-Wicklein said she opposed the raise being retroactive and didn't think it should have been approved without an evaluation of Zimmerman's performance.

The city administrator began receiving the pay raise in July. Mayor Robert E. Bruchey II put the raise into effect after four of five council members endorsed the salary increase during a closed-door meeting in July.

Saum-Wicklein has said the raise should not have been made effective until the Council voted on it during public session.

Zimmerman had been making $83,928, said Human Resources Director Don Francis.

Zimmerman will receive an additional $5,160, or 6 percent of his salary, for retirement since he doesn't participate in the regular pension program for city employees, city officials said.
