City Council approves parking improvement loans



A program offering interest-free loans of up to $900 to Hagerstown property owners to help pay for certain parking improvements was approved earlier this week by the City Council.

The council voted 4-0 for the program. Councilman J. Wallace McClure, whose comments prompted the creation of the program, abstained from voting.

McClure said he either wanted the program to include grant funding or have a shorter repayment schedule for the loans.

The approved program requires property owners to repay the loan when they sell the property.

The loans are available to property owners with alley access who construct parking areas at the rear of their properties, or who renovate a garage that is currently not suited for parking.

To participate, the properties would have to be within the Hagerstown Revitalization Area, which includes the downtown area, part of the West End and the area around Rose Hill Cemetery.
