Drug convictions



The following people appeared in Washington County District Court and Washington County Circuit Court during June, 2000, on drug-related charges:

Johnny David Holt, 44, Washington County Detention Center, distribution of cocaine, 13 years in prison. (McDowell)

Tracey Renee Leather, 20, of 20045 Jefferson Boulevard, probation before judgment (possession of marijuana), one year probation, $100 fine. (Beachley)

Antonio Tovar Ferguson, 19, of Fort Pierce, Fla., distribution of cocaine, eight years in prison, five years probation. (McDowell)

Shandora D. Washington, 23, of New York City, N.Y., possession of marijuana, one-year suspended sentence, one year probation. (McDowell)

Bruce Wayne Hess Jr., 22, of 2006 Skylab Court, Martinsburg, W.Va., probation before judgment (possession of marijuana and drug paraphernalia), three years probation, $305 fine. (Boone)

Louis Thomas Pinto, 40, of 107 W. Main St., Waynesboro, Pa., possession of fake drugs, one-year suspended sentence, three years probation, $500 fine. (Wright)

Larry E. Michaels, 38, of 8285 Mentzer Gap Road, Waynesboro, Pa., probation before judgment (possession of marijuana), $100 fine, one year probation. (Spence)

Charles Lewin Snyder, 20, of 322 S. Locust St., possession of drug paraphernalia, $200 fine. (France)

Jeffrey Thomas Ford, 31, of 814 Marie Ave., Lewisberry, Pa., possession of fake drugs, 90-day suspended sentence, one year probation, $250 fine. (Spence)

Rodney S. McNamee, 43, of 12617 Rockdale Road, possession of illegal drugs, one year probation, $100 fine. (Spence)

Carline A. Bailey, 43, of 55 E. Washington St., possession of fake drugs, credit for 23 days served in jail, 18 months probation. (France)

Wayne F. Broome, 19, of 324 S. Burhans Boulevard, probation before judgment (possession of illegal drugs), one year probation, $250 fine. (France)

Billy Joe Carter, 32, of Falling Waters, W.Va., probation before judgment (possession of illegal drugs), one year probation, $200 fine. (France)

William M. Fowlkes, 21, of 1061F Noland Drive, possession of illegal drugs, 10 months in jail, eight months probation. (France)

Valerie A. Lewis, 31, of 606 N. Potomac St., possession of illegal drugs, six-month suspended sentence, one year probation. (France)

Frederick Surgay, 38, of the Maryland Correctional Institution, possession of heroin, 13 months in prison. (Spence)

Juanita Denise Rowley, 31, of 43 Robert Drive, Apt. 1B, Martinsburg, W.Va., possession of illegal drugs and drug paraphernalia, credit for 53 days spent in jail, one year probation. (France)

Kevin J. Alexander, 20, of 20208 Summit Ave., Baltimore, conspiracy to distribute illegal drugs, one year in jail, one year probation. (Spence)

When a judge suspends a jail term or fine, he can reimpose the penalty if probation is violated.

Judges routinely order defendants to get addiction treatment and education.

Judges may also grant probation before judgment which keeps the person from having a conviction on his record. But if violated, the probation may be ended and the person would then have a conviction on his record.

The judges in Washington County include District Court judges R. Noel Spence and Ralph France; Washington County Circuit Court judges Fred C. Wright III, John H. McDowell, W. Kennedy Boone and Donald Beachley.
