Railing installed at fall site



At the request of Hagerstown's building inspector, a wooden railing has been installed outside a door leading to a second floor roof, which a man fatally fell from Monday.

Eric Gary Pitzer, 35, died in an accidental fall from the roof, which is at the rear of an apartment building at 19 N. Locust St. in Hagerstown.

City Building Inspector Mike Heyser said after the incident he told the property owner to install a temporary railing by Wednesday, and a permanent railing within a week.

The railing leads from a door to a stairway on the back of the building. The door is on the third floor of the building and opens onto a roof over the second floor of the building.

Heyser said even though the door opens onto a roof it is considered an exit and the city requires that it have a railing.

Heyser said the property owner, Arnold Eby, meant for the door to only be used as an emergency escape and there is another stairway in the building.

Eby could have been fined if he had not installed the railing.

Eby did not return a telephone message left at his home Wednesday afternoon.
