Anna Pennesi appointed as city clerk

The City of Hagerstown appointed a city clerk Thursday, filling a position that has been vacant since May.

Anna M. Pennesi will begin work on July 5, according to City Administrator Bruce Zimmerman.

Pennesi is the administrative assistant/assistant secretary for the Hagerstown Washington County Industrial Foundation, Inc.

She provides administrative support to Community Foundation of Washington County and the Dick Kelly Memorial Foundation Inc.

Prior to joining CHIEF in May 1998, she worked at Citicorp Credit Services Inc. for seven years.

"In addition to her work experience Ms. Pennesi has strong administrative and interpersonal skills that make her a good fit for this position and our organization," Zimmerman said.

As clerk, she will attend all meetings of the Mayor and City Council, prepare minutes of all meetings and update and maintain the city code to reflect current legislation.


She will be responsible for the proper maintenance and stewardship of all official documents, resolutions, ordinances and records of city business.

Breichner resigned at the end of April in order to spend more time with family. She had been city clerk for nearly 20 years.

Breichner was hired as a secretary for the police department in 1975. She has worked for the city ever since, except for about 15 months in the early 1980s when she worked for two doctors.

In June 1982, Breichner was appointed acting city clerk. In December 1982, the "acting" was dropped from her title and Breichner became the first woman in Hagerstown to be appointed to the permanent position.
