Sex crime gets coach 30 years

A Frederick, Md., man and former coach of a Hagerstown-based roller skating club was sentenced Wednesday to 30 years in prison for raping and sodomizing a 12-year-old Frederick girl who was a member of that club.

Wallace John Swanbeck Jr. pleaded guilty in February in Frederick County Circuit Court to two counts of second-degree rape, and one count each of sodomy and perverted practices.

Judge G. Edward Dwyer imposed the maximum penalty of 60 years but suspended 30 years, according to Deputy Frederick County State's Attorney Charlie Smith.

"He will be on probation for five years after he is released," Smith said Wednesday. "When he gets out, he must register as a sex offender."

Swanbeck, 37, had been held at the Frederick County Detention Center since Aug. 27.

In exchange for the pleas, additional counts of second-degree rape, second-degree sex offense, fourth-degree sex offense, and second-degree sex offenses were dropped, according to court records.

Swanbeck was a coach for the Antietam Skate Club until the charges came to light, according to Diane Mullendore, vice president of the club.

Mullendore said last summer that the victim was a member of the Antietam Skate Club. Several other children from the Frederick area also belong to the skate club.

According to Frederick County court records, the 12-year-old Frederick girl came to the attention of Maryland State Police in Frederick on May 30 as a returned runaway.

During an interview with police, the allegations of sexual activity came to light and Frederick City Police were contacted, court records said.

After some initial hesitancy, the girl told police the first sexual encounter was on April 13, 1999, at Swanbeck's Frederick home at 513 Wellington Court, court records said.

She told police she remembered because she initiated the encounter and that it was her "first time."

The girl told police the encounters continued into May and escalated to a variety of sexual acts, which she described in detail to police, court records said.

The occasions when sexual activity allegedly occurred coincided with the days Swanbeck drove the girl home to Frederick from Hagerstown after skating practices at the Family Skating Center at 17333 Virginia Ave., court records said.
