Thumbs up!To the late C. William "Bill" Karn for his many years of service to the Hagerstown Fire Department, some of which were spent as the acting fire chief. He'll definitely be missed.

Thumbs up!To the Maryland House of Delegates, for passing the Washington County hotel/motel tax hike to allow county officials to pay down the county's sewer debt and fund a new minor league baseball stadium here.

Thumbs up!To Maryland House Speaker Cas Taylor and the delegates who voted to pass a bill that will force lobbyists to detail their business dealings with General Assembly members.

Thumbs down!To the Maryland House Commerce and Government Matters Committee, for threatening to withhold cash for the South Mountain Battlefield Park, because two local delegates won't back a bill to uproot 1,600 people from their homes.


Thumbs up!To Emma Lou Davis of Smithsburg, whose early involvement in community causes led her to a job teaching state prison inmates how to control anger and change their lives.

Thumbs up!To the Organization of Petroleum Exporting Countries, for agreeing to increase oil production by 1.45 million barrels a day. If we don't use this reprieve to develop alternative fuels and a conservation strategy, then shame on us.

Thumbs up!To Sgt. Dan McGown of the Berkeley County Sheriff's Department, for the hard work he did to win Officer of the Year honors from the county's Crime Solvers' organization.

Thumbs up!To the Washington County Commissioners, for their proposal to beef up the penalties for violating county procedures intended to save historic structures. Compared with the slap-on-the-wrist rules that exist now, anything would be welcome.

Thumbs up!To Greene Township, Pa., for its decision to mandate that septic tanks be pumped out once every three years, to protect groundwater resources. Makes sense to us.

Thumbs down!People for the Ethical Treatment of Animals, for their misguided campaign that's telling people that drinking beer is more humane than drinking milk. If this was an April Fool's joke - and it's not - it still wouldn't be funny.
