YMCA funds cut, but other source possible

A proposed $750,000 Washington County contribution to the Hagerstown YMCA was removed from the county's proposed six-year capital improvement program budget Tuesday, but that doesn't necessarily mean it won't get any money.

The county will consider funding the YMCA request through the general fund, Commissioners President Gregory I. Snook said.

The general fund traditionally is used by the county to fund nonprofit organizations, he said.

After making that and other decisions by consensus, the County Commissioners tentatively approved the capital program. The budget won't be officially adopted until later this year. The fiscal year begins July 1.

At last week's meeting Snook recommended removing from the capital budget the requested three annual $250,000 contributions to the Hagerstown YMCA for a planned $8.8 million building on Eastern Boulevard.

While no action was taken on the request last week, at Tuesday's meeting Commissioner Bert L. Iseminger, who is on the YMCA board of directors, said he endorses Snook's suggestion.

YMCA Executive Director Mike Flicek and Board President Paula Lampton appealed for the contribution during the citizens participation part of the meeting.

"They have to make fiscal decisions and we understand that," Lampton said afterward.

The capital improvement program budget is part of the overall annual budget that is generally adopted in the spring. The county only adopts one year of the program at a time.

The proposed capital program for fiscal year 2001 is $20.3 million, down from about $26 million this fiscal year.

The commissioners trimmed $410,000 from the budget, including the $250,000 for the YMCA, by delaying purchase of a baler for the solid waste department and delaying construction of a metal building at the park department's headquarters.

The capital program is part of the overall budget.

The public hearing on the budget is scheduled for April 25 at 7 p.m. at Hagerstown Community College.

The fiscal 2001 program calls for issuing about $12.6 million in general obligation bonds.
