Two teens to pay restitution for starting trash bin fires

Two 18-year-olds agreed Wednesday to pay restitution for their part in setting two trash bins on fire Aug. 31.

Gayle Patrick Younker of 55 Randolph Ave., and Nicole Martha Kozlowski, no fixed address, agreed to pay BFI $83.34 each.

In exchange, Washington County Assistant State's Attorney Gina Cirincion agreed to put the arson charges on an inactive court docket for one year. The charges will be dropped as long as they don't get into trouble again.

The agreement was approved by Washington County District Judge Noel Spence.

Shortly after midnight on Aug. 31, fires were set in two trash bins behind 21 W. Antietam St.

Two juveniles also charged in the incident are awaiting the outcome of their cases.

A 16-year-old boy is being detained until sentencing. Another juvenile has a hearing scheduled Wednesday in Washington County Juvenile Court, said Fire Marshal John Hersh.
