Two arrested following standoff at apartment complex

Two men were arrested at Youngstoun Apartments Friday night after police cleared a building on a tip that a man wanted in connection with a shooting in Frederick County, Va., was inside an apartment there, Washington County Sheriff Douglas Mullendore said.

Edward Irving Brown, 25, was wanted in connection with a nonfatal shooting on Friday in the 2400 block of Martinsburg Pike near Winchester, Va., according to reports.

Brown and Eric Vondell Carter, 25, who was wanted on traffic and drug charges, were taken into custody at Youngstoun Apartments without incident Friday about 11 p.m., Mullendore said.

Both men were being held without bond Saturday as alleged fugitives from justice at the Washington County Detention Center, a jail spokesman said.

Mullendore said the Sheriff's Department and the Washington County Special Response Team helped the Frederick County (Va.) Sheriff's Office find the men Friday night.

Police arrived at the apartment complex near Hagerstown Community College about 9 p.m. on the tip and then, as a precautionary measure, evacuated some people from apartments that neighbored the apartment where the two men reportedly were staying.

About an hour before the arrest, police milled inside a police command center trailer parked along Youngstoun Drive, which was lined with other parked police cruisers. A sheriff's department cruiser, running, but with its lights off, was parked in front of an apartment building.
