Judge overturns Shifler's bond decision

A former Hagerstown police officer accused of making numerous threats through letters and phone calls won't be allowed out of prison on bond, a U.S. district judge ruled Friday, overturning a U.S. magistrate judge's decision one day earlier. During Friday's hearing in Baltimore, a prosecutor alleged that the former officer, Jeffrey Scott Shifler, collected news clippings about murders and suicides.
