Woman faces child neglect charge

MARTINSBURG, W.Va. - A Martinsburg woman was arrested this week on a child neglect charge after her 3-year-old son was found Aug. 30 in diapers near Eagle School Road, according to records in Berkeley County Magistrate Court.

Ronda Lee Thomas, 24, of 1406-1 Lindsey Terrace, was charged with the felony on Aug. 30, but the arrest warrant wasn't issued until Sept. 15, according to court records.

She was released Tuesday on a $3,000 bond, court records state.

Neighbors heard the child crying and saw him standing by a trash bin and vehicle about 20 yards from the street around 6:20 a.m., court records state.

The mother said she thought the boy was in bed, court records state. An 18-month-old girl was in the crib.

Police found Thomas on the floor of the master bedroom apartment, passed out from drinking, court records state.

A conviction on child neglect carries a maximum penalty of five years in jail.
