Man charged with stalking

A Hagerstown man has been charged with stalking a couple and pointing a gun at them out his car on Interstate 70, according to Washington County District Court records.

Ned Apple Garrett, 63, of 11924 Dormayne Drive, is charged with stalking and carrying a handgun in a motor vehicle.

Brian Keith Necessary sought the charges after a Sept. 3 incident in which he says he and his girlfriend were followed from Dual Highway onto Interstate 70.

Court records said Garrett pointed a gun at the couple out of his car window.

Necessary said he drove to the Maryland State Police barracks where he spoke with Sgt. Steven McCarty.

Later that same day, court records said, Necessary returned to his CellularOne business in College Plaza and found a handwritten note taped to the store window that said the business was closed due to child support owed.

Necessary said he saw Garrett sitting on a bench in front of the College Plaza and he was laughing and waving at him, court records said.
