CHARLES TOWN, W.Va. - A Virginia man was killed early Thursday when the car in which he was riding flipped on W.Va. 9 east of Charles Town, according to the Jefferson County Sheriff's Department.

David Allen Rinker, 23, of Middletown, Va., died in the crash, according to sheriff's officials.

Also riding in the car was Pete Colvin, 24, of Millville, deputies said.

Colvin, who suffered head injuries, was flown to INOVA Fairfax Hospital in Virginia, where he was in fair condition this morning, according to a hospital spokesman.

The 1991 Hyundai was traveling west on W.Va. 9 just inside the Jefferson County line when it went left of center, climbed an embankment and flipped, said Chief Deputy Jesse Jones.

The accident occurred about 3:25 a.m.




Four people were charged with drug-related crimes Thursday night following a raid at a basement apartment at 212 Summit Ave., according to the Hagerstown Police Department.

The Washington County Narcotics Task Force, with the help of the Hagerstown City Police Street Crimes Unit, executed a search and seizure warrant at the apartment at about 8:15 p.m., police said.

The apartment's resident, Albert Jack Dodson, 26, was charged with possession of crack cocaine and possession of paraphernalia.

Others arrested were:

Gregory Ronald Barnhart, 26, of 11547 Englewood Road, Hagerstown, charged with possession of crack cocaine, possession of marijuana and possession of paraphernalia.

JoEllen Taylor, 39, of 43 Charles St., Hagerstown, charged with possession of crack cocaine and possession of paraphernalia.

Tammi Sue Brown, 39, of 320 Garden Drive, Apt. 103, Martinsburg, W.Va., charged with possession of crack cocaine and possession of paraphernalia.

All four were being held at the police station pending appearances before a District Court commissioner today.




A North Carolina child injured Wednesday afternoon in a wreck on Interstate 70 was upgraded to serious condition at Children's National Medical Center in Washington, D.C., today, according to a hospital spokesman.

Mica Wynn, 4, was one of three children hurt when the driver of the car in which they were riding lost control in the westbound lanes of the highway, Maryland State Police said.

Trooper 1st Class Matt Jones said the child was partially ejected from the vehicle when it crashed.

Two other children were treated at Washington County Hospital and released, police said.

Police said Michael E. Wynn, 31, of Jacksonville, N.C., was driving in the right lane of I-70 at 11:45 a.m. when he lost control of his 1996 Nissan and swerved into the median to avoid a truck.




A Hagerstown man was injured in a two-vehicle collision on Mount Aetna Road and Md. 66 Thursday afternoon, according to Maryland State Police.

William Patrick Cowan, 63, of Bentley Court in Hagerstown, was eastbound on Mount Aetna Road when the accident occurred at about 4:15 p.m., according to Sgt. S.L. McCarty.

The other driver, Darin Scott Craig, 32, of Gilardi Road in Boonsboro, was westbound on Md. 66, McCarty said.

The vehicles collided in the intersection, he said.

Cowan was charged with failure to yield the right of way, McCarty said.

He was treated and released from Washington County Hospital.




Thieves broke into Apt. 4 at 160 W. Washington St. Thursday by taking an air conditioner out of a window, Hagerstown City Police said.

Then they took a VCR, A DVD player, a Sony theater, 75 DVD movies ... and the air conditioner.

Total loss was more than $3,300, police said.

Also Thursday, city police investigated damage to the taxi sign on an H.M. Linn cab parked at 335 Belview Ave.

A purse containing $203 was stolen after the owner left it on a bench on W. Washington Street after she got on a bus, police said.

A number of CDs and a gym bag containing clothing were taken from a 1994 Ford parked in the 300 block of East Antietam Street Thursday. Total loss was $602.




Kelvin Shawn Baker, 20, of 202 Jonathan St., was charged Thursday night with distribution of cocaine, possession with intent to distribute cocaine, possession of cocaine and drug paraphernalia by the Hagerstown street crimes unit.

Baker was picked up in the 200 block of Jonathan Street at 10:25 p.m. He was awaiting an appearance before a bond commissioner this morning.




Part of a stereo was taken from a truck parked on Cumberland Street in downtown Clear Spring Thursday, according to Washington County Sheriff's deputies.

Also on Thursday, deputies investigated a breaking and entering incident at 22 W. Potomac St. in Williamsport in which $40 was taken from an unsecured residence.

At 12:30 this morning, reports began coming in of one mailbox destruction of Dellinger Road and about 10 mailboxes hit on Reichard Road, deputies said.




FREDERICK, Md. - A Frederick, Md., teenager was taken to the hospital Thursday afternoon after being struck by a vehicle on West Patrick Street, according to the Frederick Police Department.
