City man charged with carjacking

A man charged Sunday in a May 20 robbery and carjacking was being held in the Washington County Detention Center on $107,500 bond Monday evening.

Terrance Maurice Foster, 26, of 1021C Noland Drive, also is charged with second-degree assault, unlawful taking of a motor vehicle, and obstructing and hindering police, according to Washington County District Court records.

He faces an unrelated theft charge stemming from a pair of shoes taken from Super Shoes in September, court records said.

On May 20, Hagerstown City Police received a report of a stolen car from Noland Village.

The victim told police he loaned his car to a friend on May 19 but that friend later let others drive the car. When the man wanted his car back the next day, he said he was punched and kicked in the head and left along the side of the road, court records said.

In the meantime, the Washington County Sheriff's Department was investigating a May 20 hit-and-run accident involving the same car.

Police interviewed the victim on May 21 and spotted a man getting into a van with New York tags. As police approached, the man fled on foot and got away, court records said.

Details of Foster's apprehension on Sunday were unavailable.
