Complaint filed against Martinsburg mayor

MARTINSBURG, W.Va. - An assault complaint was filed against Martinsburg Mayor Earnest Sparks on Wednesday night after a verbal altercation with City Councilman Max Parkinson, according to Martinsburg Police Department reports and Berkeley County Prosecuting Attorney Pamela Games-Neely.

The police report was filed after a City Council meeting during which a controversial business tax increase was approved.

The police report does not detail the allegation.

A short narrative in the report said "victim is Max Parkinson, suspect is Mayor Sparks. This occurred in the council chambers."

No charges have been filed.

Games-Neely would not elaborate on the complaint except to say there was no physical contact during the incident.

The West Virginia State Police will be asked to investigate the complaint, Games-Neely said.

The prosecutor said she wants the state police to investigate because the agency is not connected with city government.

Neither Parkinson nor Sparks could be reached for comment Friday night.
