W.Va. woman charged with neglect

MARTINSBURG, W.Va. - A Martinsburg woman was charged with felony child neglect after police found her 2-year-old daughter playing along a busy roadway Tuesday morning, according to court records.

Sara Louise Howard, 36, was charged with child neglect creating risk of injury Wednesday in Berkeley County Magistrate Court.

Martinsburg City Police were called to the 800 block of Winchester Avenue about 9 a.m. Tuesday after residents in the area found a child dressed only in diaper playing along the road, according to court records.

Police said the girl lives in a home in the 700 block of Winchester Avenue and said the mother told officers her daughter had "done this before," according to court records.

Police said the little girl was away from the home for more than 30 minutes and was wearing a soiled diaper that was covered with dirt and grime, according to court records.


Howard told police she had overslept because her 16-year-old daughter did not wake her up when she left for school, according to court records.

The girl was returned to Howard, and police told her they would seek charges and notify both the Berkeley County Prosecutor's Office and the state Department of Health and Human Services, according to court records.

Howard was released Wednesday on a $3,067 personal recognizance bond.

Conviction on a felony child neglect charge carries a maximum $3,000 fine and up to five years in prison.
