Second-in-command urged for city departments

Hagerstown City Councilman J. Wallace McClure said Tuesday that in light of recent debates about who should take over as the city's interim police chief, all city departments should designate a second-in-command.

That way there would be an obvious line of succession if a department head leaves, McClure said.

"I didn't like all the competitiveness about who's going to be acting chief," he said.

It was announced on Monday that Police Capt. Robert Hart will take over as interim chief this weekend, after current Chief Dale J. Jones leaves. Jones has taken a position with the federal government.

Last Tuesday, three council members voted down an attempt to go into closed session to discuss how interim appointments are made.

City Administrator Bruce Zimmerman ended up making the appointment.
