City to award contract to inventory records

Hagerstown City Council members voted 4-1 Tuesday to award Roberts Organizational Services Inc. from Columbia, Md., a $7,874 contract to do an inventory of all city records.

The program, which is mandated by the state, will identify which records need to be kept permanently and which records can be discarded after a certain length of time, City Clerk Gann Breichner said.

Because the expenditure is not part of the budget, the money will come out of a city contingency fund, which is not designated for a specific expense, City Administrator Bruce Zimmerman told the council.

Councilman J. Wallace McClure voted against awarding the contract. He was against taking the money from the contingency fund at a time when the city may be looking at future financial deficits.

The city is projected to have an estimated $1.1 million general fund budget deficit next year.
