A proposed new animal control law for Washington County would:
* Reduce the length of time stray animals will be kept at the SPCA shelter before being available for adoption from five to three days.
* Increase the annual license fee for dogs that have been spayed or neutered from $3 to $5. The fee for dogs who have not been fixed would rise from $6 to $15.
* Re-establish the Animal Control Authority, giving it more guidelines and more power to address complaints.
* Eliminate an exemption for farm animals.
