Mills Park may get gate, limited hours

Hagerstown's Mills Park could have a gated entrance and limited hours by the end of November.

The Parks Board decided on Thursday to recommend to the City Council that it have a gate installed limiting vehicle access and restrict the park's hours from dawn to dusk, Public Works Department Manager Doug Stull said Friday.

The recommendation was in response to a petition signed by almost 40 residents who had concerns about "loud, late-hour congregating."

Residents also asked that the park be closed at dusk rather than at 11 p.m.

Stull said the council probably will discuss the recommendation at an October work session. If the council approves it, the gate and signs stating the park's hours could be up by the end of November, he said.

Parks Board members want the gate designed so pedestrians can still get through and cars cannot drive around it, Stull said.

Rocks or a split rail gate could be used, Stull said. Board members don't want a chain link fence.

Mills Park is a pie-shaped piece of land behind the American Legion on Northern Avenue and bordered by Woodland Way and a railroad track. The small park has a pavilion, playground equipment and walkways.
