Candidates file campaign finance reports

Holding public office usually is considered a good springboard to higher office, but finding time to raise campaign funds while handling official responsibilities isn't always easy, said Julianna Albowicz, vice mayor and sewer commissioner of Clear Spring.

Albowicz is one of 29 candidates for Washington County Commissioner required to file an updated campaign financial disclosure on Sept. 4.

Things are hopping in Clear Spring right now, with a major sewer upgrade and road work on U.S. 40 through the center of town scheduled for next spring, said Albowicz.

"I'm doing the best I can with the time I have," she said.

Albowicz expects to spend less than $1,000 on her primary campaign, she said. Her Sept. 4 disclosure indicated she'd spent nothing, but since then she's had flyers printed for her campaign, she said.

Town business, along with the responsibilities of being a mother and business owner, forced Albowicz to put fund raising for her County Commissioners campaign on the back burner during the primary campaign.

Albowicz said her most effective use of campaigning time is to go door to door, which she's done in all areas of the county.

Other than paying for flyers, Albowicz has spent little, and does not plan to spend more than $1,000 before the primary, she said.

"I have an obligation to the people in Clear Spring - my term isn't up until November," she said.

Albowicz, a Democrat, said she takes her primary campaign seriously, but can't make fund raising a priority during the primary.

William M. Breichner said that he doesn't feel his responsibilities as a Hagerstown City Council member have hurt his fund-raising efforts.

Breichner has raised $1,505, and expects to spend $2,000 more before the primary, he said.

"I don't think you can buy the seat - but you will need $9,000 to $10,000 total through the general election," he said.

Breichner said he'll commit more time to fund raising if he makes it through the primary.

Susan T. Tuckwell leads all County Commissioner candidates, both Democrat and Republican, in fund raising. She's raised $19,636, but added only $50 to her campaign war chest in the two weeks before the Sept. 4 filing.

Running second to Tuckwell in fund raising among Democrats is John L. Schnebly, who's raised $9,435 for his campaign.

Among remaining Democrats filing a report, William C. Blair has raised $2,905.

Incumbent Ronald L. Bowers contributed another $600 to his campaign, raising his total of funds raised to $2,650.

Andrew R. Humphreys received $500 in contributions since his last fund-raising report of Aug. 18, and has raised $1,187 in the campaign.

Linda C. Irvin-Craig added $505 to her campaign fund. Irvin-Craig, who has raised $3,195 since the campaign began, used letters to past supporters to raise money for her campaign.

"Each candidate has a different philosophy on fund raising - I'm running a modest campaign," she said.

Paul Swartz reported he made a $4,000 loan to his campaign, bringing his total campaign fund to $4,725.

The following Democrats filed an affidavit with the Board of Elections saying they did not intend to raise or spend more than $1,000 in the campaign:

Incumbent Gregory I. Snook leads Republican candidates in raising money with $6,900. He's added only $800 since filing his last campaign finance disclosure.

Included is a contribution of $500 from the Maryland Paper Co. Snook has spent $1,743 of the money he's raised. His campaign checkbook has a balance of $5,156 as of the Sept. 4 report.

"I don't anticipate spending much more in the primary," he said.

Snook said his primary fund-raising method is to solicit contributions through letters to friends, supporters, and business people.

"I just rely on my past history and record to encourage contributions," he said.

Incumbent Republican commissioner John S. Shank added $2,022 to his campaign fund, bringing the total money he's raised to $5,407.

Among other Republicans filing a disclosure, Mary L. Kline reported receiving a total of $1,409 for her campaign.

John C. Munson loaned himself $1,400 to bring his total fund to $2,232.

Andrew P. Thomas added $896 to his campaign fund since the Aug. 18 filing, bringing his total to $1,471.

Albino J. Trujillo added $1,075 to his treasury, bringing his total funds to $2,551.

Clinton H. Wiley has raised $825 for his campaign.

William J. Wivell reported a total of $4,147 raised for his campaign.

The following Republicans filed an affidavit with the Board of Elections saying they didn't intend to raise or spend more than $1,000 in the campaign:

-- Alfred G. Lane

-- Joseph H. Walker

Independent candidate Bertrand L. Iseminger reported raising $1,000 and spending $782 in his most recent financial disclosure. Iseminger is not on the primary ballot.

The primary election for the 14 Republicans and 14 Democrats is Tuesday, Sept. 15 . The top five candidates from each party will go on to the general election to fill five commissioners seats.

The next campaign finance disclosures are due Oct. 23, said board of elections officials.
