August 20, 1998

A routine traffic stop early Thursday led to charges against the driver and the seizure of a quarter-pound of marijuana and the vehicle in which it was found, Hagerstown City Police said.

Bryan Hastings Kauffman, 18, of 316 West Side Ave., was charged with possession with intent to distribute marijuana, possession of marijuana and drug paraphernalia. He was being held on $15,000 bond at the Washington County Detention Center.

The 1 a.m. traffic stop was made in the 500 block of South Potomac Street. When officers approached the vehicle, they smelled burnt marijuana, police said.

Officers said they were told there was marijuana in a paper bag in the front seat. The bag contained four plastic baggies containing the marijuana, police said.
