Man sentenced in sex offense case

A 56-year-old Washington County man who admitted fondling his teenage stepdaughter's breasts on dozens of occasions was sentenced Tuesday in Washington County Circuit Court to 18 months in jail.

The girl's mother, now estranged from the defendant, stood in court and told her husband she wants him to continue his counseling with Dennis Hilker, a sex therapist/psychologist in Frederick, Md.

The name of the defendant is being withheld to protect the identity of the victim, now 15.

The man pleaded guilty to one count of third-degree sex offense. Judge W. Kennedy Boone III gave him the maximum 10-year sentence but suspended all but the 18 months. Work release was authorized and probation was set at five years with continuing counseling.

The incidents came to light in early August 1997 when the victim told her mother that her stepfather had been touching her breasts.

She said the incidents began in the spring of 1996 and occurred on a couple of dozen occasions.

When confronted, the man admitted the incidents.

Defense attorney Martin Palmer said his client was sexually abused as a child and his mother laughed at him about it.
