Rezoning approved for Cannon factory

Hagerstown City Council members voted 4-0 Feb. 24 to rezone the former Cannon Shoe Co. factory downtown for commercial use.

In doing so, council members said it had been a mistake for the 148 W. Franklin St. building to be zoned industrial restricted, which allows for light manufacturing and warehousing.

The zoning change will become effective March 27, said City Clerk Gann Breichner.

The building was left to the neighboring Christ's Reformed Church.

Councilman Alfred W. Boyer abstained from voting because he is a member of the church and its task force that is studying how to reuse the building.

Church officials want to find a use for the property that will be self-sustaining so the building doesn't become a burden to the congregation, Boyer said Friday.

The building will house administrative offices for the church, but church officials also are looking at nonprofit groups and services to meet the community's needs, Boyer said.

Possibilities for using the building include a medical clinic, day care, housing and a meeting hall, church officials have said.
