1999 capital projects

The following is a list of major projects included in the $13.4 million draft 1999 capital budget, including county, state, federal and donated funds:

Water and sewer:

Nutrient removal upgrade, Conococheague Wastewater Treatment Plant, $500,000.

Beaverbrook sewer collection system, $262,600.

Holiday Acres sewer collection system, $539,400.

Brentwood Drive pump station upgrade, $400,000.

Total water and sewer: $2.36 million.


Baseball/tennis courts, South County Park, $33,333.


Playground equipment, Woodland Way, $33,333.

Horse barn, barn, parking lot, access road, riding trail, pavilion, road extension, Agricultural Education Center, $275,555.

North County Park development, $56,880.

Total parks: $510,512.


Extend taxiway A, $525,550.

Rehabilitate taxiway C, $722,283.

Total airport: $1.32 million.

Hagerstown Junior College:

Learning Resource Center, $311,274.

Replace three roofs, $148,000.

Replace chillers, $179,233.

Total HJC: $666,665.

Board of Education:

Technology wiring, $240,000.

Clear Spring Elementary renovation, $300,000.

South High renovations, $1.65 million.

Maintenance projects, $208,000.

Movable classrooms, $60,000.

Americans with Disabilities Act improvements, $125,000.

Total education: $2.8 million.


Halfway Boulevard/Hopewell Road intersection upgrade, $2.3 million.

Repave roads, $750,000.

Bridge projects, $494,000.

Total roads and bridges: $3.56 million.


New landfill areas at Resh Road landfill, $875,000.

Total landfill: $1.08 million.


Washington County Business Park stormwater management pond, $265,000.

Washington County Regional Park stormwater management pond, $210,200.

Total drainage: $505,200.

General government:

Contingency fund, $200,000.

Bond issuance costs, $200,000.

Total general government: $425,000.

County Commuter:

Mid-size buses, $170,363.

Total County Commuter: $194,363.
